Despite the centrality of water to the existence of life, we have treated this resource with scant respect. As adverse weather events become the norm, the threat to sustained availability of safe water is one of the foremost challenges we face. In this context, the seeds of change sown in Banda District Dr HeeraLal assume great significance.
Dr HeeraLal recognised that water does not follow traditional administrative boundaries – either on the surface or beneath the ground. He also recognised that attempts to address this issue through the narrow lens of individual line departments would not provide solutions. That financial resources were not the primary constraint. Most importantly, Dr HeeraLal recognised that water conservation, required the winning of hearts and minds of people. Unless, communities are inspired to participate and take action, change is not possible.
The success of the efforts in Banda are not limited to investments made or the number of water conservation structures created or water conservation structures revived. The success of Dr HeeraLal’s effort is in his ability to have made water, everyone’s business in the district. He did so fearlessly and with a single-mindedness, using local language, idiom, culture and traditions a part of the story to inspire people.
We live at a time, when ‘hope’ is important. The efforts in Banda by Dr HeeraLal fill us with hope and optimism.

Changes have been occurring at a very fast pace since the last 7-8 years; in such a situation, the responsibility of the District Magistrates become more challenging. I am sure that not only young civil service officers will be inspired by Dr. Heera Lal's experiences, but common people and beneficiaries will also be aware of all the challenges that a District Magistrate has to face during his tenure.
